The Turkish Higher Education Quality Assurance System was restructured with the Regulation on Higher Education Quality Assurance (RHEQA) entered into force upon its publication in the Official Gazette No. 29423 dated July 23, 2015. The most important change made by the Regulation in the system was the establishment of the Turkish Higher Education Quality Council (THEQC), which is responsible for regulating and carrying out accreditation and quality evaluation activities alongside assurance activities in higher education institutions within the Council of Higher Education.
 
It was regulated in accordance with Article 35 added to the Law on Higher Education No. 2547 by the “Law Amending Certain Laws and Statutory Decrees for the Development of Industry and Support of Production” No. 7033 dated July 1, 2017. Following this regulation, the THEQC, which “evaluates the quality of the educational and research activities and administrative services of higher education institutions according to national and international quality standards and carries out internal and external quality assurance processes, accreditation processes, and the authorization of independent external evaluation institutions,” has become “a special-budgeted organization with legal entity status and administrative and financial autonomy.” The Turkish Higher Education Quality Council has 13 members.
 
The basic functions of the Turkish Higher Education Quality Council are as follows:
 
  1. To carry out the external evaluation of higher education institutions,
     
  2. To carry out the authorization and recognition processes of accreditation bodies, and
     
  3. To ensure the internalization and dissemination of the culture of quality assurance in higher education institutions.
As of November 2019, a total of 12 national accreditation bodies have been licensed by the THEQC in Turkey. The Association for Evaluation and Accreditation of Teacher Education Programs (EPDAD) is one of these bodies.
