System Building and Development

In 2015, EPDAD started to build the necessary infrastructure to offer program evaluation and accreditation services. The activities covering the stages Planning - Implementing - Checking - Taking Measures of the PICT cycle continued until the end of the 2018-2019 evaluation period. The activities are summarized as follows:

In 2015, EPDAD initiated such a process to and improve the standards established and the documents prepared (1999-2001) as part of the Council of Higher Education - World Bank National Education Development Project. The following activities were carried out during this process, which continued until the end of 2016: 

Transfer of the Right of Use of the Documents of the SVET Accreditation Project

On August 24, 2015, an application was made to the Council of Higher Education to request permission to and use the standards established and the documents prepared as part of the project in question. The Council of Higher Education responded positively to this letter; thus, the efforts to build a system were initiated.

  1. First, a Preliminary Investigation Group was formed to investigate the validity of the existing standards and documents. This group compared the standards established and the documents prepared as part of the Council of Higher Education - World Bank National Education Development Project to the practices around the world. In the report prepared at the end of the investigation process which lasted approximately one month, it was announced that the standards and documents in question may be used by EPDAD by making certain arrangements.
 Forming the Preliminary Investigation Group for the Updating of the Documents of the SVET Accreditation Project

A Preliminary Investigation Group was set up. Formed under the leadership of Prof. Mehmet Gültekin [Prof. Handan Deveci, Assoc. Prof. İsmail H. Acun, Assoc. Prof. Erdoğan Kaya, Asst. Prof. Elvan Günel, and Asst. Prof. Tuba Çengelci were members of the Eskişehir Work Group, which operated under the leadership of Prof. Mehmet Gültekin], this group consisting of six members compared the standards established and the documents prepared as part of the Council of Higher Education - World Bank National Education Development Project to the practices around the world. In the report prepared at the end of the investigation process which lasted approximately one month, it was announced that the standards and documents in question may be used by EPDAD by making certain arrangements.
 
 Workshop on Teacher Education Standards and the Accreditation Process

The findings of the investigation were discussed during the Workshop on Teacher Education Standards and the Accreditation Process, organized by EPDAD and the Faculty of Education at Anadolu University between October 1-2, 2015. The findings and opinions recorded in the report prepared in this workshop provided a basis for the activities of the Work Group for the Development of Standards and Documents.
 
Finally, this group built the infrastructure of the EPDAD Accreditation Manual. This manual served as the road map for the accreditation activities initiated by EPDAD in 2016.
 
52 faculty members and students took part in this process, which began with the letter of the Council of Higher Education dated August 24, 2015 and lasted approximately one year.

 Workshop for the Development of Standards for Undergraduate Education in Guidance and Psychological Counseling
 
The Preliminary Investigation Group formed under the leadership of Prof. Süleyman Doğan at the Department of Guidance and Psychological Counseling under the Faculty of Education in Ege University determined the field-specific standards and processes and prepared the document to be examined in the workshop to be organized later. This document was discussed in the Workshop for the Development of the Standards for Undergraduate Education in Guidance and Psychological Counseling, which was hosted by the Faculty of Educational Sciences at Ankara University on December 24, 2016. It provided a basis for the field standards to be enforced in the following academic year.
 
 EPDAD’s Continuous Development Activities in the 2019-2020 Evaluation Period
 
In the 2019-2020 evaluation period, EPDAD has been preparing a comprehensive work plan to identify the “areas of development” of the current system and develop the system in these areas by using the quality cycle in accordance with the principle of “continuous development.” The work plan consists of the following modules:
 
  • Updating of the Standards and the Evaluation Process,
  • Digitalization of the Program Evaluation and Accreditation System
  • Development of the Evaluator Training
EPDAD has carried out a series of activities to implement these modules. These activities can be summarized as follows:
 
 Activities for Learning the Views of Stakeholders

After two years of experience in evaluation, EPDAD took action to complete the PICT cycle. It asked its stakeholders’ (deans, coordinators, and heads of programs in faculties, members of visiting teams, etc.) for their opinions to identify the system’s strengths and areas of development. These opinions were analyzed by EFAK and the leaders of teams. The findings provided a basis for the continuous development and improvement activities carried out by EPDAD.

 Continuous Development Workshop

EPDAD organized a Continuous Development Workshop (CDW) at Istanbul Green Park Hotel Bostancı from June 22 to June 23 in order to check the conformity of the existing system and practices with national and international standards, to take measures, and thus, to complete the PICT cycle. In the opening speech of the workshop, Prof. Cemil Öztürk, Chairman of the Board of Directors, explained the objective, scope, and importance of the CDW. Participants were divided into four groups during this two-day workshop. The First Group, moderated by Prof. Yüksel Kavak, addressed the Accreditation Standards, Indicators, and Evidence, and the sub-group of the first group addressed the Guidance and Psychological Counseling Standards, Indicators, and Evidence. The Second Group, moderated by Prof. Süleyman Doğan, focused on the Development of the Self-Evaluation Report. The Third Group, moderated by Prof. Hayati Akyol, examined the Development of the Field Visit Process, while the Fourth Group, moderated by Prof. Salih Çepni, focused on Assessment and Evaluation. Each group evaluated and d the existing standards and documents with respect to the topic they addressed in light of implementation experiences, feedback from stakeholders, and new trends. On June 22, the second day of the workshop, the four groups were united in a joint session, and the moderator of each group delivered a presentation to the participants in other groups about the results of the activities they carried out the day before. All the participants brainstormed and made leading decisions about the arrangements to be made. The program ended with Prof. Cemil ÖZTÜRK’s speech and presentation of the certificates of participation. This activity, which aims to complete the PICT cycle of EPDAD and the current program evaluation and accreditation process, will be completed in December 2019.
