Establishment of the Program Evaluation and Accreditation System (PEAS)

In 2015, EPDAD prepared a work schedule to and improve the standards and documents that were prepared as part of the Council of Higher Education - World Bank National Education Development Project (1999-2001) and applied in pilot areas, but could not be put into effect due to the termination of the project. The activities carried out by EPDAD’s Board of Directors within the scope of the project schedule for approximately a year are summarized below:

Obtaining permission from the Council of Higher Education to use SVET Teacher training programs

On August 24, 2015, an application was submitted to the Council of Higher Education to request permission to and use the standards established and the documents prepared as part of the project in question. The Council of Higher Education accepted this application. As a result, efforts to establish a system were initiated.

Update Preliminary Investigation Group

A Preliminary Investigation Group was created to ensure that the standards and evaluation process documents that were collected in the book titled “Türkiye’de Öğretmen Eğitimi Standartları ve Akreditasyon” (Teacher Education Standards and Accreditation in Turkey) and permitted for use by the Council of Higher Education are d according to current world systems. In the report prepared at the end of the investigation process of approximately one month, it was announced that certain regulations and the standards and documents in question may be used by EPDAD in its evaluation processes.

Workshop on Teacher Education Standards and the Accreditation Process

The report prepared by the Update Preliminary Investigation Group was discussed in the Workshop on Teacher Education Standards and the Accreditation Process, organized by EPDAD and the Faculty of Education at Anadolu University on October 1-2, 2015 During this workshop, which was attended by distinguished education specialists in Turkey, the standards and documents to be used in EPDAD’s program evaluation and accreditation processes were developed.

collected in the EPDAD Accreditation Manual (EAM) after being reviewed for internal consistency and system integrity by the Standard and Document Development Working Group, which consists of the members ed by the abovementioned Workshop General Assembly.

In summary, the standards and basic documents used in EPDAD’s program evaluation and accreditation processes and collected in the accreditation manual are the products of a long two-step process. The first period includes the activities carried out as part of the Council of Higher Education - World Bank Pre-Service Teacher Education Project, which was implemented from 1999 to 2001 The teacher education standards and accreditation process documents that were prepared by a committee under the chairmanship of Prof. Barbara Brittingham (USA) were collected in the book titled “Türkiye Öğretmen Eğitimi Standartları Akreditasyon” (Teacher Education Standards Accreditation in Turkey) after their validity and reliability studies were carried out in six faculties of education across different regions of Turkey.

The EPDAD Accreditation Manual, which provides a basis for the program evaluation and accreditation activities carried out by EPDAD-EFAK, was prepared through the updating of the standards and documents in the abovementioned book and the addition of new ones with the permission of the Council of Higher Education in 2015

Workshop for the Development of the Standards for Undergraduate Education in Guidance and Psychological Counseling

The Teacher Education Standards set the framework for the external evaluation and accreditation processes carried out by EPDAD. However, programs may have their own qualification criteria. In fact, Guidance and Psychological Counseling (GPC) specialists mentioned this issue and suggested developing field-specific standards. As a result, the GPC Undergraduate Program Standard Development Preliminary Working Group, formed under the chairmanship of Prof. Süleyman Doğan, Head of the Department of GPC under the Faculty of Education at Ege University, carried out a study to develop field-specific standards and processes. The document prepared as a result of this study was presented to stakeholders. Field-specific standards were developed as a result of the discussion of this document in the Workshop for the Development of the Standards for Undergraduate Education in Guidance and Psychological Counseling, which was hosted by the Faculty of Educational Sciences at Ankara University on December 24, 2016 These standars were approved by EFAK-EPDAD and implemented in the 2017-2018 evaluation period.
