The 2025 General Assembly and Workshop of the Central and Eastern European Quality Assurance Agencies in Higher Education (CEENQA) was held in Tallinn on 13-14 June. The meeting, hosted by the Estonian Education Quality Agency (HAKA), was attended by the heads and representatives of quality agencies from countries within the European Higher Education Area. Our organisation was represented at the General Assembly by our Board of Directors Chairman and CEENQA Board Member, Prof. Dr. Dinçay KÖKSAL.
On 13 June 2025, the workshop themed ‘Higher Education’s Connection with the Labour Market’ addressed various topics. The workshop was opened by Heli Mattisen, President of the Estonian Education Quality Agency (HAKA), and Vesna Dodiković-Jurković, President of the Central and Eastern European Higher Education Quality Agencies (CEENQA).
Presentations were made by a Senior Researcher from DZHW, the EQAR Policy and Project Officer, a member of the ESU Executive Committee, and the Chief Analyst from Kutsekoda.
Mislav Balković, Rector of Alegra University, provided information on the work carried out at his university. This was followed by presentations by Yngve Rosenblad, Chief Analyst at the Estonian Qualifications Authority, Aleksandra Zhivkovikj, EQAR Policy and Project Officer, and Tamara Ciobanu from the ESU Executive Committee.
In a special panel discussion, INQAAHE Management Director Olgun Çiçek, President of the Estonian Student Union and Member of the HAKA Supervisory Board Marcus Ehasoo, Kristi Raudmäe, Head of Higher Education at the Estonian Ministry of Education and Research's Department of Higher Education Policy and Lifelong Learning, Andrej Krček from the Slovenian Quality Assurance Agency (NAKVIS), and Yuliia Bleshmudt from the International Foundation for Business Administration Accreditation (FIBAA) delivered their speeches. The workshop primarily focused on pre-graduation student employment, artificial intelligence, and digital literacy. The workshop was moderated by CEENQA Board Members Simona Lache and Hasan Ali Bıçak.
Before the CEENQA Annual General Assembly held on 14 June 2025, a brief information was provided on the activities of the agencies participating in the General Assembly. On behalf of EPDAD, Board Chairman Prof. Dr. Dinçay KÖKSAL provided information about the work carried out in 2024 and the work and projects that EPDAD plans to complete in 2025-2026. Subsequently, information about CEENQA's 2024 Activity Reports was provided, and the Budget Plan and Financial Report were read and approved. Membership fees were decided. The membership fee was determined. Applications for full membership submitted by agencies were put to a vote by the Board members, and MiAK (Architecture Education Accreditation Association) from Turkey and SAAHE from Slovakia were accepted as full members by unanimous vote.
It was decided that the General Assembly and Workshop in 2026 will be held in Croatia.
Elections were held for vacant positions on the CEENQA Board of Directors. From among the candidates nominated by their respective agencies, Simona Lache (ARACIS, Romania) and Benjamin Muhamedbegović (HEA, Bosnia and Herzegovina) were elected for a second term, Diane Freiberger (FIBAA, Germany) was re-elected, and Lasha Margishvili (NCEQE, Georgia) was elected for the first time to the Board of Directors.
